There is no need to reboot VCOps after you change the license. Instead you can go to Admin UI (https:://<vcops_ip>/admin), Status tab and click on Reload button. See the attached screenshot.
If it still doesn't work for you, please post a screenshot of this screen (but scroll a bit to the license information) and from a VI Client (but click on Assets radio button in License section). This will help to troubleshoot further.
